Ahhh … think I will finish this with the “personal goals/ full participants” stuff
Governments usually have monetarist, social and economic agendas. The learner is necessarily an object that might maximize economic efficiency through his/her ability to maximise productivity.
Hence the allusion to “full participants” bit; the tension between individual selfishness and group altruism; personal selfishness and societal obligation.
My question: What happens if your personal goals do not align with being “full participants in the global community”?
